How to read the evidence.
The archive includes secrets, discoveries and unresolved questions. Some were once dismissed; others were always known within a small circle. These histories earn their place through the evidence, rather than a claim that every one began as a conspiracy theory.
Documented programme
An authentic record establishes a programme existed. Its existence does not establish the effectiveness of every technique attempted.
Court finding
A judgment establishes what the court found in a particular proceeding. Civil findings, convictions and acquittals answer different questions.
Inquiry finding
A panel reached a published conclusion after examining evidence. That conclusion is attributed to the inquiry; it is not silently converted into a criminal conviction.
Regulatory settlement
A regulator’s allegations and an agreed order establish the enforcement record. Settlements may have no admission of liability.
Archaeological find
A surviving object or site is established. Identity, use, meaning and individual construction methods may still be debated.
Strongly supported hypothesis
Several observations converge on a specific explanation, but the decisive direct test may still be missing.
Plausible / unresolved
Evidence justifies investigation. “Not excluded” alone is weaker than positive evidence for an explanation.
Contested finding
A published result faces material objections or incomplete replication. Editorial notices and contrary evidence are part of the file.
Probability belongs to an exact claim. A hidden ocean can be strongly supported while life in that ocean remains unconfirmed. A measured void does not identify its contents. A public inquiry does not pre-judge its outcome. No numerical confidence scores are invented for this archive.
