U.S. officials arranged secret arms sales to Iran, and proceeds were diverted into support for Nicaragua’s Contra forces. The operations developed alongside congressional restrictions on Contra assistance. Investigators reconstructed a network of officials, private intermediaries, weapons shipments, and bank accounts.
The arms dealings emerged publicly in November 1986, followed by acknowledgment of the diversion. Independent Counsel Lawrence Walsh documented the scheme and concealment, including destroyed records and false testimony. Reagan later acknowledged that the Iran initiative became arms trading for hostages. The established diversion does not by itself prove that he personally authorised every component or knew all its details.
Iran-Contra joined operations that were difficult to understand from any one public explanation. Arms shipments, hostage negotiations, intermediaries and support for the Contras created a trail across multiple institutions and accounts. The diversion connected parts of the story officials had treated separately.
The Walsh report also records concealment. Reconstructing an operation involves assessing destroyed material, inconsistent accounts and the evidence left elsewhere. It is more exact to trace who knew what and when than to assume every senior figure possessed the same knowledge.
